“Per Senate Bill 217 (2023) and Oregon Administrative Rule (OAR) 817-008-0000, all Oregon Cosmetology certification holders—including hair designers, barbers, estheticians, and nail technologists—are now required to complete and maintain current Bloodborne Pathogens (BBP) training for all renewals on or after July 1, 2025. You can view the official announcement on the Oregon Health Licensing Office website here.”
Official Oregon HLO Mandate According to the Oregon Health Licensing Office (HLO), Senate Bill 217 (2023) and OAR 817-008-0000 require all cosmetology practitioners to maintain a valid Bloodborne Pathogens certificate. While you attest to this during your online renewal, you must keep your Oregon Cosmetology Bloodborne Pathogens Training records for five years in case of a state audit.
